TOPIC:  Clean Water Act Compliance: Connecting the Dots from Plans to Implementation


Edgar Oubre and Darren Digby are both Managing Consultants with Ramboll’s Baton Rouge office.  Mr. Oubre is a senior industrial wastewater practitioner with over 30 years of Environmental Consulting and Engineering/Design experience.  He has extensive industrial water and wastewater process and system design, operations, and troubleshooting experience for clients in the organic/inorganic chemical, petrochemical and petroleum refining industries, as well as public sector clients including various municipalities and state/federal agencies. Mr. Digby, a Professional Engineer, has over 12 years of experience in LPDES industrial discharge permitting, construction storm water permitting and management, and feed water intake permitting under 316(b) of the Clean Water Act. He also has extensive experience in SPCC plan review and development in a number of states for facilities ranging from bulk storage terminals to online data support facilities.
